Adoption of North Carolina House Bill 496 would offer constituents equal access to chiropractic care, by 
removing a financial barrier that encourages many people to select primary care doctor visits for 
problems that could be resolved by chiropractors.  Additionally, House Bill 496 could save the North 
Carolina health care system money, as emerging evidence from an analysis of the N.C. State Health 
Plan shows that chiropractic care is half the cost of medical care for complicated low back pain.  
Currently, many insured pay the full cost of their chiropractic visits, as their co-payments are close to 
the allowable contracted rates for chiropractic services.  Equity in co-pays would eliminate this 
phantom benefit in many health insurance plans and give people greater freedom to choose the care 
they desire.  I hope that you will support passage of House Bill 496.
